Civilians swarming us indicated (not 100%) the local Viet Cong would not attack at that time. Ambushes along busy country roads could often be dected by a lack of civilian Vietnamese in an area. NVA units began arriving in early 1969 as the Ho Chi Minh trail extended south into Tay Ninh Province. My guess is civilians were not made aware of the mines, ambushes and attacks set by the NVA so the presence of civilians indicator worked less often as more soldiers from the North arrived.
